According to the website of the National Bureau of statistics, the National Bureau of Statistics recently held a mobilization deployment and training meeting for the pilot reform of investment statistics system and methods. Ma Jiantang, Secretary of the Party group and director of the National Bureau of statistics, introduced that a new reform plan for fixed asset investment statistics has been formed. The reform plan mainly includes two aspects: one is the transformation of Investment Statistics survey object from project to legal entity; the other is the transformation of investment calculation method from image progress method to financial expenditure method; Shanxi Jincheng, Shaanxi Xi’an, Jiangsu Wuxi and Guizhou Qiandong The four areas in the South were identified as pilot areas.
Ma Jiantang pointed out that fixed asset investment is an important factor to promote economic growth. It is of great significance to carry out the statistical reform of fixed asset investment in an all-round way, make the statistical data of fixed asset investment accurate, and improve the level of national macro-control. Ma Jiantang stressed that the statistical data of fixed asset investment is an important basis of national economic accounting and an important indicator of social and economic development. Real and accurate statistical data of fixed asset investment is of great significance for scientific judgment of economic trend, formulation of macro-control policies and promotion of sustainable and stable economic development.
Ma Jiantang pointed out that over the years, the current fixed asset investment statistics system and investment data have played an important role in understanding the situation of Party committees and governments at all levels, making scientific decisions, regulating and controlling the economy, and effectively promoted the national economic construction and reform and opening up. In order to reveal the situation of fixed asset investment more truly and accurately, and provide more solid information support for macro-control and economic and social development, it is necessary to reform and improve the current fixed asset investment system and methods. After in-depth study and extensive listening to the opinions of all parties, a new reform plan for fixed asset investment statistics has been formed. The main goal of the reform is to achieve two changes: one is the transformation of investment statistical survey object from project to legal entity; the other is the transformation of investment calculation method from image progress method to financial expenditure method. Because of the great changes in the reform, we must pilot the reform program first. It is not only necessary but also of great significance to choose four regions for the pilot project.
Ma Jiantang stressed that the mission of each pilot area is glorious and the responsibility is great. We must strictly follow the pilot plan and requirements, and do a good job in the pilot work. First, we need to unify our thinking, raise our awareness, enhance our awareness of reform and innovation, and do a good job in the pilot project with firm determination and courage. Second, we need to work together. The provincial and municipal statistical bureaus and investigation teams in the pilot areas should actively cooperate with each other and support each other so as to fight the key battle with a high sense of responsibility. Third, do a good job in training to ensure that relevant personnel understand the plan thoroughly. Fourth, we should collect, review, summarize and report data in strict accordance with the system and methods determined in the pilot scheme, and conduct a full process test on the new investment statistics system and methods. Fifth, we should conscientiously do a good job in summarizing the pilot work, so as to provide direct experience for the comprehensive spread of the reform of the statistical system of fixed asset investment.
